Summary of the Project

PAPDA has proposed an emergency response initiative to address the immediate needs of flood-affected communities in Kelafo Woreda, Shabale Zone of Somali Regional State. The Somali Region experienced heavy rains in early May, causing severe flooding that affected 247,000 people and displaced at least 51,000 across 13 districts. Primary needs in these areas include shelter and immediate livelihood support. [1].

The floods severely impacted multiple woredas across the Shebele zone for which Kelafo Woreda is one of them. According to a preliminary report from the woreda administrations via the Shebelle Zonal Disaster Risk Management office, these areas faced significant displacement and casualties following heavy rains that led to overflowing riverbanks and flash floods from the Somali region and the Bale Mountains of the Oromia region. Specifically, 7,459 households were displaced, and 17,902 households were flood-affected, of which in Kelafo 2,685HHs or 17,452 Individuals are flood affected[2]. All assessed flood-displaced sites, including the sites Kelafo woreda, face dire living conditions, including losing their farms, basic services, and access to markets and daily needs. Inadequate shelter forces people to live in makeshift or plastic sheet-covered houses that do not provide sufficient protection from the elements and leave residents vulnerable to gender-based violence. There is also a notable absence of essential items crucial for daily living.

  • Based on the recommendations of the Shebelle Zonal Disaster Risk Management office, sub-national clusters, and information collected from woreda, PAPDA has proposed a holistic integration of multiple thematic interventions to address the immediate needs of the affected communities. These interventions include emergency shelter (ES) and multi-purpose cash (MPC) assistance. This comprehensive emergency response prioritizes areas in Kelafo Woreda, Shabale Zone, Somali Region, which are most severely affected by flood and highly vulnerable internally displaced persons (IDPs). The target includes 1,000 households 6,900 individuals) from IDPs, identified through joint screening based on agreed selection criteria. These criteria encompass households with a high number of dependents, disabled individuals, households headed by women or children, households with elderly or sick members, and generally highly vulnerable families. This approach not only addresses immediate humanitarian crises but also lays the foundation for sustainable recovery and resilience-building efforts in the targeted woredas.
