Summary of the Project

The project entitled ” Multi-Purpose Cash Assistance for flood affected IDP at Dolo Ado Woreda of Liben Zone and Dolo Abay Woreda of Afder Zone, Somali Region of Ethiopia ” began implementation on February 1, 2024. UNHCR and PAPDA in coordination with local authorities and affected communities, provided unconditional multi-purpose cash to 2585 vulnerable individuals/households affected by the floods in Dolo ado woreda of Liben zone and Dollo abay of Afder zone.

The project’s main objective was to provide multi-purpose cash assistance to vulnerable individuals affected by floods in the Dolo Ado (Liben zone) and Dolo Abay (Afder zone) woredas.

Introductory meetings were successfully conducted with government officials, target communities, and established committees in the selected woredas to discuss the project’s plans and activities and clarify the roles of local authorities and community members. Additionally, PAPDA staff received training on Cash-Based Interventions (CBI) principles from the UNHCR CBI unit, which they then passed on to other staff members and focal points, involving 18 participants, including 4 women.

  • PAPDA conducted a thorough beneficiary assessment and identification process across the target sites. As part of this, site assessments were carried out to evaluate the communities’ needs, and two key committees were established at each location: the Site-Based Registration Committee and the Compliance Committee. Each committee, comprising seven members (including 3 females), represented different community segments such as elders, religious leaders, women, youth, and Persons with Disabilities (PWDs). These committees played a vital role in overseeing beneficiary screening and identification in collaboration with PAPDA and DRM teams. PAPDA profiled and registered 2,585 household heads using the Kobo Toolbox, with 2,569 approved by UNHCR for cash distribution. The multipurpose cash assistance benefited 17,399 individuals (9,031 females, 8,368 males).

  • Information and awareness sessions on protection mainstreaming and gender-based violence (GBV) were conducted at all sites. They focused on integrating protection into humanitarian actions and ensuring the rights, safety, and dignity of affected populations. These sessions also explained the eligibility criteria for cash transfer programs, reaching 3,722 individuals (2,413 females) through public gatherings and discussions.

  • Two weeks after the Multi-purpose Cash Assistance distribution, PAPDA conducted Post Distribution Monitoring (PDM) using the Kobo Toolbox to interview randomly selected beneficiaries. The PDM aimed to validate that the cash assistance reached its intended recipients, evaluate the effectiveness of the distribution process, assess its impact on beneficiaries’ lives, and identify any challenges encountered during the distribution.

  • In conclusion, the project successfully supported 2,569 vulnerable households in Dolo Ado and Dolo Abay Woredas. Despite logistical challenges, the project delivered its activities, from beneficiary assessments to post-distribution monitoring, through close coordination with UNHCR, local authorities, and communities.
